Historically Under-utilized Business (HUB)Zones

Mission
Created in 1997 as part of the Small Business Re-authorization Act to promote federal contracts to businesses in economically distressed communities. The law sets a 3% goal in FY 2003 for federal HUB zone contracts.
Eligibility

Qualified businesses must meet the following criteria:
     -The principal office of use must be in a       historically underutilized zone (see map       of Kingsport)
     -The business must be owned or       controlled by one or more U.S. citizens.
     -At least 35% of the employees must       reside in the HUB zone.
     -Must meet small business standards       established by the Small Business       Administration.

Advantages

Set-aside contracts for HUB zone businesses if the contracting officer determines at least two HUB zones businesses submit reasonable offers.

Price preference given to qualified businesses. Contracts will be awarded to a qualified business if that offer is within 10% of the most competitive non-HUB zone offer.

HUB zone firms are eligible for Small Business Administration Surety Bonds on construction and service onctract bids.
